Do such programs (or their modern day equivalent) still exist and are they stiff effective at generating add revenue in the medium to short term.
Obviously, I am referring to legal black hat methods here. I understand that websites that employ such methods will eventually be heavily penalized by the search engines.
I am currently undertaking a research paper regarding White Hat -vs- Black Hat techniques.

The search engines are not the lawmakers of the internet.
Google, Yahoo and Bing are private companies. It is up for the government to make laws, not the search engines. Breaching a search engines terms of service is not necessarily a criminal act, and anyone who thinks as such is ignorant.
